On Wednesday, on July, 2nd, secretary general of PA OSCE Oliver Spenser, in the performance at press conference in Astana declared that the decision is made about chairmanship in OSCE of Kazakhistan in 2010 irrespective of whether it will execute the obligations taken on on development of democracy in the country by then. The secretary general also emphasized that Kazakhistan remains in sight to the organization and all processes which will occur in it,these will start to be shined actively in all countries of OSCE.
It already speaks that Kazakhstan reached the certain successes in a direction of international integration and as noted the operating chairman of OSCE, the chief of the Ministry of Foreign Affairs of Finland Alexander Stubb, in OSCE in 2010 will give the presidency to Kazakhstan.

On 5th of July, the leader of Kazakhistan Noursultan Nazarbaev recieved in a presidential palace " Ag Orda " the foreign leaders invited to celebrating of decade of capital of the republic - Astana (Astana is capital of Kazakhstan since October, 1997) and president’s birthday. In connection with moving the capital from Alma-Ata to Akmola the city received the symbolical name Astana that in translation from kazakh means "capital". In celebrations participated also the president of Russia Dmitry Medvedev. In an anniversary of Astana leaders of Azerbaijan, Armenia, Georgia, Kirghizia, Turkey, Turkmenia, Tajikistan, king of Jordan Abdulla the Second also were assambled. In Astana Dmitry Medvedev with kazakh leader discussed construction of the Caspianshore gas main and expansion of the pipeline " Central Asia - the Center " .

According to Russian TV "VESTI" from July, 11th of 2008 year, in the south of Kazakhistan took place an active phase of the Russian-Kazakhistan doctrines called "Coorperation -2008" under the supervision of Ministers of Defence Anatoly Serdjukov and Danial Ahmetov. " The purpose of doctrines was repeatedly declared by leaders of our states - to be ready to conflicts of low intensity and struggle against the international bands ", - Minister of Defence of Kazakhistan Danial Ahmet emphasized. During doctrines Kazakhistan led shooting from the modernized technics: rocket system of volley fire "Nayza" ("Spear"), a 122-millimetric self-propelled howitzer "Semser" ("Sword"), a 120-millimetric mortar "Aybat" ("Thunder-storm") and 120-millimetric artillery system " Nona ".

Following the president of Kazakhistan N.Nazarbaev’s idea on development Alm-Ata city in a northwest direction opened new area Alatau. Being population of 22 settlements about 130 thousand inhabitants live in the new area (“Ujet”, “Red labour”, “daybreak of East”, “I and II Uljan”, “Darkhan”, «Baybasikh”, “VI city massif ”, from one to six “Shanırak”, “Kokkaynar”, “I and II Aygarim”, “Kurulusshi”, “Turkustan”, “ADK”, “Agnulaq” və “Algabagas”).
Аkim of Alm-Ata-Alatau area Bagdad Manzarov informed correspondent of Trend News that the purpose of new area is a growth of economy of Alm-Ata, expansion of its borders and that cleanliness and the further development of economy - all depends on inhabitants. Inhabitants declared that they will participate in an accomplishment of the area with pleasure.

In connection with tightening rules of frontier admission inspection since July of 2009 year in the countries of the European Union, citizens of Kazakhistan can issue the biometric passports corresponding the international requirements in order to pass borders without problems since November of current year. The new sample of the native passport was presented on July, 17th to information-industrial centre of the Ministry of Justice. According to authors its technological opportunities practically exclude the forgery. And the new passport will cost to an owner in amount of 5 thousand tenge ($41,6).

On 15-th of July 2008 year the meeting took place between the president of Kazakhistan Noursultan Nazarbaev and the president of the United Arab Emirates the sheikh Khaliph Bin Zahid Al Nahajan in Astana. At a meeting questions of bilaterial attitudes, interactions in political, trade and economic and cultural-humanitarian spheres were discussed, the press-secretary of Ministry of Foreign Affairs of Kazakhistan Iljas Omarov informed. According to Kazakhistan Agency commodity circulation between two countries in 2007 was estimated in 304 million dollars, for January-May 2008 the volume of mutual trade was 139,7 million dollars. As it is said in the press release widespread on results of a meeting of the president of Kazakhistan Noursultan Nazarbaev with the president of the United Arab Emirates sheikh Khaliph Bin Zahid Al Nahajan, signing the convention on avoidance of the double taxation and also to start the work on the draft “Agreement on encouragement and mutual protection of investments” for creation favorable conditions for investors from the United Arab Emirates, and also for creation of mechanisms of reliable protection of their investments. The parties emphasized affinity of positions on key international questions, and also the great value given cooperation within the limits of the United Nations, ICO and other international and regional organizations ", - informed in the press release. In summary Khaliph Bin Zahid Al Nahajan invited Nazarbaev to visit with official visit the United Arab Emirates.
Since the 1st August of current year in Kazakhstan the law " About changes and additions to some acts of Kazakhistan Republic concerning maintenance of road transport law "will be adopted. The new law assumes toughening punishment to infringers of road transport law. So, for not buckled a seat belt drivers should pay the penalty already at a rate of 5 MRI. МRI - the monthly reliability index, 1 МRI now makes (120,20 / $ 1) .For excess of speed the size of the penalty will make 1168 tenges 5-15 МRI, and at repeated infringement within a year - 20 МRI. The penalty for infringement of rules passing crossroads will be 5 МRI, and at repeated infringement - 15 МRI, for egressing to a oncoming traffic - 15 МRI, at repeated similar infringement the driver can lose the rights for the period of six months. For management of the car in a state of intoxication the driver can be deprived a driving licence for the period of two years, when it is repeated within a year - for five years, in third time - for 10 years. For the first time of infringements Rules of the Road aplies sanctions in the form of administrative arrests also: for management of vehicles in a state of intoxication the persons who are deprived or not having such right, - for 10-15 days, and also pedestrians and participants of traffic who regularly infringen requirements established by rules - for three days. Besides the responsibility for using a mobile phone while managing a vehicle for the first time - the penalty is 5 МRI, at repeated infringement - 7 МRI. For illegal installation of special light and sound signals (the penalty 15 МRI for natural persons, up to 2000 МRI - for juridical person), and also for management of a vehicle with false state numbers (20 МRI or deprivation of a driving licence for six months) .New law embodies the obligatory check of theoretical knowledge Rules of the Road by drivers in every 10 years.
