President of Russia Dmitry Medvedev visited Turkmenistan with the invitation of counterpart Gurbangulu Berdimuhammedov on 4-5th of July (Ria Novosti).Mr Medvedev came to ashgabad after meeting the president of Azerbaijan Ilham Aliyev in Baku,on 5th of July went to Kazakhistan and then to Japan to take part in the Group of Eight summit.The members of delegation accompanying him were: head of the government Sergey Prixodko,Minister of Culture Alexander Avdeev,Minister of Power Engineering Sergey Shmatko and also leaders Russian oblasts,president of “Lukoil” Vahid Alekberov,representative of “Gasprom” Aleksey Miller,codirector of “Taftneft” Shafagat Takhaudinov.Wthin the visit parties discussed saving peace and security,struggle against terrorism and drugs and emphasized the importance of giving special attention to keeping coorperation on these issues in the future.They talked on the Declaration of Second Caspian Summit.It must be accented that Second Caspian Summit Declaration was adopted in the October of previous year in Tehran.State leaders decided to show determination in realizing of decisions and creating initial terms for calling Third Summit of Leaders of Caspian shore states.The practical result of mutual agreement on actual themes of international life was the opening of regional centre for preventive diplomacy on Central Asia countries in Ashgabad.During the visit president of RF Dmitry Medvedev”s vist to Ashgabad 4 documents were signed between Russia and Turkmenistan .After negotiations Russian leader signed an agreement with Turkman president on coorperation between 2 states on keeping secret information.Several bilateral documents and official agreements,Russian-turkmen joint declaration as well,agreement on education sphere,coorperation program between MFAs,Coorperation Memorandum between Ministry of Culture for 2008-2010 years were signed.Ria Novosti informs that Russian president Dmitriy Medvedev invited his turkman counterpart Gurbangulu Berdimuhammedov to Russia with an official visit.The invitation was accepted with pleasure.The duration and format of visit will be defined through diplomatic negotiations (Ria Novosti).The press service of Turkmenistan President says that Turkmenistna President Gurbangulu Berdimuhammedov appreciates Russian-turkmen negotiations highly.Opening the government meeting Gurbangulu Berdimuhammedov specially emphasized the results of Russian President Dmitriy Medvedev’s visit to Ashgabad.
100 microbuses of Ulyansk automobile plant were given to village doctors in Turkmansitan.Another group will be given to medical services of Ministry of Defence and Ministry of Internal Affairs,also migration and bordering organs.The source of news given ITAR-TASS agency is press service of Turkmenistan Government.Cars are provided with all necessary equipments for helping patients,carrying ills,giving medical consultations to different inhabitants of villages,sanitary-epidemiological measures in remote regions.Turkmenistan law enforcement agencies got the first group of cars by “UAZ FTS Coorperation” last year.120 “Khanter” cars became plice cars.
Press service of President announces that Gurbangulu Berdimuhammedov signed a decree on coming into force of foreign passports of turmen citizens for coming and going out of Turkmenistan in 10th of July 2008.Decree shows that new foreign passports “will be prepared on the purpose of providing rights and legal interests of Turkmen citizens for going to other states and coming back to Turkmenista freely,widening economical-trade,scientific-technical and cultural coorperation,strengthening friendship relations with foreign states”.Accordin to the decree former passport of Turkmen citizens will keep its force till 10th of July 2013 year (Ria Novosti).
In accordance with Article 14 of the Law of Turkmenistan “On the Procedures of Concluding, Implementing and Denunciating of the International Agreements of Turkmenistan” the Mejlis of Turkmenistan issued the Resolution approving the Amendment to Appendix B to the Kyoto Protocol of the United Nations Framework Convention on Climate Changes of November 17, 2006.
Berdimuhammedov declared the transferring powers of Khalg Maslahati to President and Majlis of Turkmenistan in the next meeting of Constitutional Comission that was transferred via TV directly on 21th of July.This norm is strengthened in new Constitution text.It means that Khalg Maslahati acted as an supreme representative organ of people authority will be canceled.This organ was set up in the early years of independence of Turkmenistan with the initiative of the first president of Turkmenistan Saparmurad Niyazov.Khalg Maslahati consisted of 2507 permenant members representing all regions.In the XX meeting of common Turkmen forum new president Gurbangulu Berdimuhammedov was elected the chairman on the 30th of March in 2007.As you know the main law adopted in 18 may 1992 year will be republished in September with enclodure and amendments.Constitution was subjected several amendments during 16 years-in 1995,1999,2003 and 2006 (Inerfax).
Ria Novosti informs that the norm of being only turkman in president position was dismissed in the publishment of 22th of July.New constitution project which is discussed in public declares the realization of supreme state authority and management by President,Majlis,Cabinet of Ministers and Supreme Court of Turkmenistan Powers of Khalg Maslahati were-adopting Turkmen Constitution and constitutional laws,referendums,appointing elections of president and deputies,change of state borders and territorial amendments,also separation of powers between president and majlis of Turkmenistan.Majlis in Turkmenistan being a representative organ fulfills legislative function.According to the project Turkman parliament will consist of 125 deputies elected to 5 years from all regions (formerly there were 50 deputies).Majlis adopt laws,corrects constitution and other laws,comments them,confirms the state budget and report on its execution,appoints elections of president,deputies and local representative organs,ratifies or denounces international agreements,solves peace and security problems and etc.Head of the state is elected for 5 years and begins his duties immediately after inauguration.President is the head of both state and government,first official person,Chief Commander of Armed Forces of Turkmenistan.He leads foreign poicy,forms and leads State Security Council,signs the law appointing the day of referendum, solves questions on reception and an output from citizenship of Turkmenistan,awards with ordens and other prizes,appoints and dismisses the Chairman of Supreme Court,General Prosecutor,Minister of Internal Affairs and Minister of Justice with approvement of parliament,forgives and grants with amnesty,announces state of emergency.President of Turkmenistan may be dismissed because of illness.With 2/3 majority of deputy voices make this decision in base of independent medical commission.According to former constitution this decision could be made only by Khalg Maslahati.If the president cannot fulfill his duties these duties according to decision of State Security Council will be given temporarily to one of the Vice chairmans of Cabinet of Ministers till the new President is elected. Thus the person acting the president of Turkmenistan, cannot stand in presidents of the country.New constitution will be adopted in septemberin extraordinary meeting of Khalg Maslahati.According the constitution which is in force now the power to adopt Main law belongs to Kalg Maslahati.Former Constitution noted thet the action of Khalg Maslahati can be stopped only by itself.
Turkmenistan chronology informs that Northen Lapab region was losed with carantine because of belly a typhus in may-june.Turkman web-site Fargana.ru says thet the epidemiology fact is not confirmed because local government doesn’t clarify the situation.But epidemiology is spread to other regions too.Such ills are also found in Turkmanabad.The reason of this epidemiology is polutted water that run through water-piping.Local specialists think that there is a microbe in water.Medical organs of Lepab take precautions to struggle with dangerous illness.
President gurbangulu Berdimuhammedov congratulated Turkmen people on planting holiday-Galla holiday. In the celebratory reference to people the head of the state, in particular, has told: " In Turkmenistan successes äàéõàí receive the highest estimation that stimulates their aspiration to achievement of higher parameters in an agriculture. Owing to it we see today stretched on Turkmen plains casting gold and wheaten fields pleasing an eye ". Addressing to Turkmen farmers, the head of the state having noted firm value of agriculture in a life of the country their powerful contribution productive work and high crops of agricultural crops in transformation of the blossoming country, has emphasized the motto of the country " the State - for the person!
