“RED BRIDGE – TRUST ZONE” TRANSBOUNDARY COOPERATION DEVELOPMENT PROJECT

The Project is being realized by South Caucasus Institute of Regional Security with financial support of Frederic Ebert Foundation. “Caspian – Partnership for the Future” Public Union represented Azerbaijan in this project. Project objectives are assistance in establishing atmosphere of trust in inner boundaries of Caucasus and popularization of European experience in the sphere of transboundary cooperation in Caucasus. Project duties include research of actual problems in boundary regions and their potential in the sphere of transboundary cooperation through holding monitoring and round tables; analysis of actual issues and preparation of transboundary development programs for separate regions and attracting international experts; development and strengthening of Caucasian Transboundary Cooperation by South Caucasus Institute of Regional Security.In the first stage of the Project first preparatory meeting of information managers from Azerbaijan, Georgia and Armenia was held on September 24-26, 2004 in Tbilisi. The following information managers from those countries attended the meeting: Leyla Mammadova from Baku (Expert of “Caspian” Public Union); Silviya Bezirdjan from Yerevan (South Caucasus Institute of Regional Security); Qalaktion Chavleishvili from Georgia (South Caucasus Institute for Regional Security).


“RED BRIDGE – TRUST ZONE” TRANSBOUNDARY COOPERATION DEVELOPMENT PROJECT

Information managers provided information support of transboundary cooperation process, realized day by day information monitoring on the situation in boundaries, and also coordinated the attempts of regional experts, promoted to enlargement of expert network of the Center.The next stage in the implementation of the Project became the organization and conducting of International Conference “Problems and perspectives of transboundary cooperation development in Caucasus” in Quduauri (Georgia) on December 11-13, 2004.

Objective of the Conference is to assist in the activation of transboundary regional cooperation on Georgian-Armenian, Georgian-Azerbaijani, Armenian-Azerbaijani and Georgian-Russian boundaries. Main duties of the conference were presentation of European (western and eastern) experience in transboundary cooperation; forming of transboundary cooperation development program for concrete regions with the support of international experts and analytics; development of cooperation between organizations and experts working on the issues of transboundary cooperation.

“RED BRIDGE – TRUST ZONE” TRANSBOUNDARY COOPERATION DEVELOPMENT PROJECT

Among the participants of the Conference international experts from Holland, Turkey, Poland, Serbia, Ukraine, Lithuania, Russia, representatives of different structures, NGOs, local executive power representatives from Azerbaijan, Armenia, Georgia and Russia.

In this International Conference “Problems and perspectives of transboundary cooperation development in Caucasus” within the frames of Project Azerbaijan was represented by researcher of boundary regions of Azerbaijan Hamis Masimov (Qazakh-Akstafa office of Helsinki Civil Assembly), Doctor of history Irada Baghirova (National Academy of Sciences of Azerbaijan Republic, History of Caucasus department), NGO representatives from “Center on Human Rights” – Qoyushov Ramil (Western resource on Human rights) and Maharram Qoyushoglu (Caucasian resource center on Human rights); regional correspondent of “Azadlig” newspaper Nemat Novruzov, and also information manager from Baku Leyla Mammadova.

At the end of the Conference there was worked out a Program of transboundary cooperation development in Caucasus that would assist in organization and development of Caucasus Center for Transboundary Cooperation and attracting, implementing European experience of transboundary cooperation in Caucasus and etc.
The Conference in Tbilisi ended up with press-conference where the work of International Conference was presented. The Publication was prepared on the results of the conference.
