TEHERAN: LEGAL STATUS OF THE CASPIAN SEA SHOULD BE BASED ON USSR-IRAN TREATIES The legal status of the Caspian Sea must be based on the USSR-Iran treaties signed in 1921 and 1940, Iranian Foreign Minister Kamal Kharrazi said in an exclusive interview with RIA Novosti. Mr Kharrazi pointed to the usefulness of his Caspian Sea talks with Russian Foreign Minister Igor Ivanov but said all the Caspian states should agree on the sea's comprehensive legal status. The Iranian foreign minister welcomes oil cooperation in the area but believes it of primary importance to agree upon common territories and territories of each state.

AZERBAIJAN, KAZAKHSTAN TO SIGN AGREEMENT ON CREATION OF SYSTEM FOR OIL TRANSPORTATION VIA BTC Within a month Kazakhstan will sign an agreement with the State Oil Company of Azerbaijan (SOCAR) on essential principles of creation of the Kazakhstan Caspian Transportation System (KCTS), Arman Darbayev, Chief Executive for Transportation in KazMunayGaz JSC, said to journalists in Baku on 23 April. “The agreement is almost ready and will be signed in near future, probably in a month,” he said. Creation of the system is planned to be completed by the end of 2012. At the second Caspian oil and gas trade and transport conference in Baku, Darbayev said that the further arrangements to be held in near future are signing of intergovernmental agreements and an agreement on establishment of a joint venture.

AZERBAIJAN TO PLAY CONSIDERABLE ROLE IN GAS TRANSIT FROM CENTRAL ASIA TO EUROPE: NABUCCO HEAD Entering Nabucco project Azerbaijan will play an important role in transiting gas from the Central Asia to Europe, Reinhard Mitchek, the Nabucco Gas Pipeline International Managing Director, said to the second oil and gas trade and transport conference in Baku on 23 April. Joining the project Azerbaijan will obtain several advantages. One of them is the maximizing the diversification of gas export portfolio. Moreover, Azerbaijan will acquire the first profit from sale of gas and service for its transportation, Mitchek said.

“AGO” GROUP MAKES A REPORT ON AZERBAIJAN “Ago” Group will submit a report on implementation of commitments by Azerbaijan and Armenia to CE Cabinet of Ministers tomorrow, CE Cabinet of Ministers told APA. The report covers political prisoners and freedom of speech and press. “Ago” group stressed the importance of amendments to the Electoral Code and added that the work with Venice Commission in this direction was underway. The group took into account of problems of NGOs with freedom of assembly and called Azerbaijani Government to adopt this decision soon. “Ago” Group is anxious about hunger strike gone by imprisoned journalists and called Azerbaijani Government to be sensitive on the freedom of speech. Moreover, the document envisages independence of National Television and Radio Council. “Ago” Group estimated reforms taken on personnel in Court system.

BP AND PARTNERS COMMENCE AZERI LIGHT OIL PRODUCTION ON GUNESHLI FIELD IN AZERBAIJAN BP Company, operator of the full-scale development project of Azeri-Chirag-Guneshli fields, commenced producing Azeri Light oil from the deep parts of Guneshli, the Company stated on 22 April. Production commenced from one well. Earlier before establishing the platform, pre-drill wells were drilled on the field, which are currently being put into operation. Beginning oil production on the Guneshli field will provide the opportunity to increase the gross volume of production in the contracted area Azeri-Chirag-Guneshli up to 1mln barrels of oil per day in 2008. The key volume of the oil production from Azeri-Chirag-Guneshli is being exported via Baku-Tbilisi-Ceyhan.
